Manuel was awarded a PhD degree in 2010 from Universitat Politècnica de Valencia. The thesis is on knowledge in industrial districts and innovative firms. He has a Masters in Public Management (Ortega and Gasset Institute, Complutense University of Madrid) and a degree in Economics from Universitat de València.

Manuel is civil servant of the Regional Government of Valencia, at the present posted in INGENIO (a joint Institute of the Spanish Council for Scientific Research and the Polytechnic University of Valencia) as researcher.
Previous jobs: Head Service/Division of the High Advisor Council on R&D and Innovation (Presidency of the Regional Government of Valencia) and Coordinator of the Annual Report on R&D&I of the High Advisor Council on S&T (Regional Government of Valencia); Chief of Studies Division, Chief of Institutional Studies Unit , Chief of Economic Policy Division in  Regional Government-Presidency of Valencia Region; General Director of Trade and General Secretary of Agriculture Department (Government of Valencia), economist in the Province Administration and in Valencia’s Chamber of Commerce .
