The present paper discusses at length different aspects related to the ex-post effect assessment of R&D and innovation (RDI) policies. The main objective is that of providing the reader with a detailed discussion of theelements needed to design suitably ex-post evaluation. It is done by providing a (comprehensive) “conceptualframework” where agents’ behaviors, factors affecting their decisions and quantitative (econometric) methods for impact evaluation are presented and discussed in depth. In particular, specific attention will be devoted to some “open questions” in RDI policy ex-post assessment, thought of as a way for improving and better steering futures evaluation exercises in this field. The paper can take sometimes the form of a critical review of the subject, although the “conceptual framework” presented here is an original contribution to the literature. Our focus is on direct financial incentives (grants and supported loans), thus paying specific attention to input additionality. Therefore, we refer to the so-called “public competitive RDI project-funding” (either in bottom-up or top-down form).
 

Acerca de Giovanni Cerulli

Giovanni Cerulli serves as researcher at the Ceris-CNR (Institute for Economic Research on Firms and Growth of the National Research Council of Italy), where he is part of the Unit on Science and Technology Institutions and Policies located in Rome.
He received his first class honors degree in “Economics and Statistics” at the University of Rome La Sapienza “with distinction” in 1998, and his Ph.D. in “Economics” at the Department of Economic Sciences of the same university in 2003.
His research interests are mainly dealing with “applied industrial organization”, with a specific focus on the “economics and econometrics of R&D and innovation (RDI) program evaluation”. His research activity is primary aimed at measuring the effects of public policies on firm economic and technological performance, also by exploring their connections with actors’ behavioural strategies.
Theoretically sympathetic with evolutionary theorizing, he also makes use of what he feels compelling in the neoclassic approach. Giovanni Cerulli has participated in numerous research project, published several papers in highquality scientific journals, served as referee for many journals (as, for instance, Research Policy) and is the Associate Editor of "World Review of Science, Technology and Sustainable Development" (WRSTSD).
