The Transformative Innovation Policy Consortium (TIPC) proposes to develop and apply a new formative evaluation methodology with a focus on transformative outcomes. The focus of the methodology is on adding a continuous learning and reflection process to the design and implementation of VINNOVA’s missions as defined by the Mission Design team. The initiative is in a nascent state, under construction, but it is seeking ways to focus the initiative more squarely on system transformation. The project will have to be flexible, respond to new developments, and enable second order learning within the initiative. This type of learning is focused on questioning assumptions. The end result of the project is not only a further development of the methodology but also a better sense on how to implement a formative evaluation methodology in the VINNOVA context.
