The overall objective of the project is to build a distributed infrastructure on data relevant for research and innovation dynamics and policies.
It does so through three complementary channels:
(a) Opening (and developing when needed) datasets on lasting issues that are not covered by the statistical data gathered under the auspices of OECD through the Frascati and Oslo manuals;
(b) Developing open platforms that help in building and treating ad-hoc datasets on research and innovation issues;
(c) Developing freely accessible harmonised references that will facilitate interconnections and integrations between heterogeneous existing datasets.
The datasets cover five critical dimensions: ERA dynamics (3 datasets), firm innovation dynamics (3 datasets), public sector research (3 datasets), research careers (3 datasets) and a repository on research and innovation policy evaluations.
The two platforms are complementary: one is focused on the construction from web sources of new datasets (SMS platform) while CORTEXT Manager is an on line platform to clean, structure and treat large textual datasets
Going to the items datasets and platforms, interested researchers will find adequate information on each dataset, its characteristics and examples of recent use. Going to Vocabularies will enable to see the developments that RISIS plans for fostering harmonisation and integration.
This infrastructure is freely accessible to European researchers, once they have registered and signed the charter of good practice (accreditation process). In some instances, researchers will be asked to prepare themselves by following training courses that will introduce them to datasets and methodological aspects (see training). In most cases researchers will have to present a project that will be reviewed both by the relevant dataset producers and by the RISIS project review board (selection process). Cost for travel and on site stay (when needed) will be covered by the RISIS project.
