The presentation shows the main stages by which the spin-off creation process of the public research system goes through, so as to evaluate its more critical aspects. Based on the experience of the “Vivero Virtual de Empresas” (Entrepreneurial Business Innovation Centre) program of the Community of Madrid, which has been developed between 2000 and 2006, some actions aimed at improving results by the dismissal of institutional and economical obstacles will be illustrated.

About José Molero Zayas

Professor of Applied Economics and Head of the research group on Economics and Innovation Policy at the Universidad Complutense de Madrid (UCM). He is the UCM coordinator of the Ph.D. Inter-university Program on Economics and Innovation Management and Technology Policy; this Ph.D. program received the quality label from the Ministry of Education and Science of Spain (MEC). Head of the Complutense Entrepreneurship Office and member of the Innovation Committee of the Madrid Scientific Park.

Consultant of the CDTI, the Defense and Education and Science Ministries, the Chambers of Commerce Council from the Madrid City Council and the Spanish Patent and Trademark Office. Vice-president of the Innovative Companies Forum.

He has been vice-rector of Third cycle and Continuous Education, HEad of the Complutense Institute of International Studies, the Applied Economics II Department and the Industrial and Financial Analysis Institute, all of them from the UCM, and head of the virtual Business Innovation Centre from the Community of Madrid. Consultant for the regional governments of Madrid, Andalucia, Canarias, Murcia and Castilla la Mancha concerning the regional innovation plans.

In the international arena he has been member of expert committees in various European Framework programs for R&D and the Eureka Program. Consultant of the Economic Commission for Latin America, the Ebert Foundation and the Institute for “Estudos de Desenvolvimento” of Lisbon.

His main research topics are related to the economics and management of innovation, technology transfer and the internationalization of technical change.

He has managed and shared the co-responsibility of ten national research projects of (two of them in the last five years) and sixteen international projects (eight in the last five years). Furthermore, he has also participated as a researcher in other nineteen projects (five in the last five years).

He has developed organizational tasks in more than twenty scientific conferences (three in the last five years) and presented speeches in eighty-two (twenty-seven in the last five years), from which more than a half have been international congresses.

He has published or edited eighteen books (three in the last five years), sixty-two book chapters (fifteen in the last five years) and eighty-nine scientific papers (fourteen in the last five years).

He has supervised eight PhD thesis (three in the last five years), one of them with an extraordinary award.
